Control over the domain of education and culture within the Federal Republic of Germany rests with the Federal States. Therewith the Federal States govern what specific education is required for a study course either at a university or a university of applied sciences. Their legislation for universities often determines quite different rules for the access to higher education. Therefor the following explications, unless otherwise mentioned, refer to Bavaria only. For the State of Bavaria regulations are to be found within the "Bylaw referring to the qualification standards for studies at the universities of the State of Bavaria and recognized not-stately-owned universities.".
As a hint: You may take advantage of these circumstances. It may very well happen, that according to your education you are allowed to register in one state however not in another state. You can obtain the information from either the ministries of education and culture of the states or from the study advisory offices at the universities.
